Bureaucratic reform aims to create good governance, improve the quality of public services, and create a professional and integrated bureaucracy. One of the main focuses of bureaucratic reform is improving the quality of human resources within the civil service through competency-based, performance-based, and professional human resource management. Therefore, government organizations are required to effectively manage their human resources to produce high-performing employees.Employee performance is a crucial factor in determining organizational success. Performance is the work results achieved by an individual or group of people in carrying out their duties in accordance with their assigned responsibilities.
